Deborah Heenan

Chief Executive Officer

As interim CEO of Forward Swindon, Deborah brings specialist knowledge and skills in housing, development and urban policy delivered across both the public and private sectors.

Joining the civil service as an analyst, Deborah worked in a variety of roles including sustainable development before taking a lead on land use and urban policy.

From Principal Private Secretary to the Railways Minister to the lead advisor on housing and transport in the Prime Minister’s Delivery Unit and working with Whitehall departments to drive results on specific targets and reporting regularly to the PM, Deborah went on secondment to the residential development industry before returning to Whitehall and leading the Total Place and the Capital and Assets programmes.

Simon Bridgen

Deputy Chief Executive

Working across the private and public sector, Simon’s experience predominantly lies in the Housing Association sector, covering programme, asset and project management, land buying, planning and contract procurement.

Simon is keen to encourage innovative ways of working and is committed to the successful delivery of the the town’s Regeneration Masterplan, bringing together stakeholders to achieve a real quality of service and making Swindon a place where people will want to live, work and invest.

Paul Chamberlain

Director of New Partnerships

With extensive experience advising successive governments on major housing and planning reforms, Paul is excited and enthusiastic to be at the forefront of driving new approaches to housing delivery in Swindon, whilst ensuring developments contribute to town centre regeneration as well as economic development. Paul has worked in a variety of policy and analytical roles, as a senior civil servant and member of the Government Economic Service.

Douglas Kerrigan

Project Manager

With a background in housing development and a passion to bring life back to our rich heritage of eclectic architectural styles, Douglas carries a substantial track record spanning both construction and commercial management in the UK and overseas. Swindon holds a challenging regeneration proposition of which Douglas is very proud to be a part of.

Chris McLeod

Project Manager

Chris has spent over 30 years in Management across a number of industries, including the last 12 in residential development. He is an experienced Project Manager with a strong track record in successfully delivering high quality property programmes. Chris has experience in managing multi-disciplined teams across several organisations in England and Wales in the fields of Construction, Asset Management and Programme Management.

Leah Lant

PA & Project Assistant

Leah has recently joined Forward Swindon as Personal Assistant to Deborah Heenan. Working in her previous role as a PA to Head of Estates at a private firm, Leah brings to the team a key ability to organize the day to day running of the Executive Team, and regularly liaises with senior members of the council. Studying Biology and Psychology at Trent University in Peterborough, Canada – Leah adds a cultural outlook to the department. In working for a Freeholder agent previously, Leah also brings a strong understanding of the current issues surrounding Leasehold and Freehold properties.

Neil Connelly

Office Administrator

Neil possesses extensive operational, communications, health and office experience across all levels; throughout larger and smaller organisations in the Private and Public Sectors across South West England. Service Sectors have included Finance, Social Housing, Education, Telecommunications, Legal, County Council, NHS and Health.
Roles and responsibilities have included Acting Operational / Financial Departmental Manager, Personal Assistant, Secretarial, Administration, I.T. and Telecommunications, Project Management, Marketing and Health. Experienced also within the Countywide Operational Control Centre and Integrated Emergency Management Services

Kane Allaway

Assistant Project Manager

Kane is very driven to deliver results using his experience as a development officer at Sentinel Housing Association.  Having completed a Level 2 NVQ in Business and Level 3 NVQ in Housing, Kane is passionate about supporting the Kimmerfields development and has taken a major role in the Public Realm project.  Kane is currently working towards RICS certification.

Trudy Godfrey

Development Project Manager

Working in both public and private sectors, Trudy is an accomplished Economist who in her current role has led the development of Swindon’s economic strategy to 2026.  Trudy is responsible for managing and delivering numerous projects to drive the town centre regeneration; and she is the project manager for the Kimmerfields development.  Some of Trudy’s day to day tasks include; obtaining planning consent, masterplanning, commercial viability and creating strategic partnerships.  Educated at Strathclyde Business School, Trudy has a Master of Science (MSc) in Economics.
